Notice the 4 pomegranets on the top which represent the life powers. That is the theme of the text. This seal was found during construction somewhere in northern Israel so we cannot date it with archaeology.

The lettering style is Moabite dating to 980 BCE similar to that found on the Moabite stele. The news report put out by the Israel Antiquities Society is sparse on details only saying it was found somewhere in northern Israel. They date it to the late 700's which is incorrect because it does not match the letter style.

(May 1, 2023) The goddess Hekate (Kate) mentioned in the text is the source goddess of the the life powers and corresponds to dark places, especially the under-dome (dome below the earth plane). Her masculine complement is Alu who creates life powers. Kate means "depleter power." Hekate means "Hu's depleter power." Hekate sucks the life powers out of things and stores them in her realm.
